Conservation Programs

Our department is responsible for administering several local and state land & water resource management programs. The focal point of all conservation programs within our department is the  Winnebago County Land & Water Resource Management Plan.  All of the current programs, regardless of the funding source, are helping to achieve the goals set in this plan.

(Please click on the link for more details of each program.)

Land & Water Resource Management Plan

This plan, approved in 1998, identifies long term sediment and phosphorus reduction goals and implementation strategies for the county.

County Water Quality Improvement Program

This program provides local cost sharing dollars to landowners on high priority projects throughout the county for pollution abatement and water quality protection.

County Ordinances

Our department is responsible for administering a Livestock Waste Management Ordinance.

Farmland Preservation Program

This program provides tax incentives for landowners in eligible townships if certain conservation standards are met on cropland.

Priority Watershed Program

This state funded program provides funding for targeted areas in the county to improve and protect water quality.  There are three active Priority Watersheds in Winnebago County.

Conservation Reserve

Enhancement Program

This program offers Federal and State incentive payments to eligible landowners to install vegetative buffers along stream corridors.  Landowners have the option of a 15-year agreement or a permanent easement.

Information & Education

Our department is involved with a number of Information & Education activities throughout the year.
