Ordinances

The Land & Water Conservation Department is involved in the administration of several county ordinances.

Livestock Waste Management Ordinance

This ordinance applies to any landowner or operator who houses livestock of any type on their property.  The purpose is to prevent manure from running out of storage facilities or off cropland where it is spread.   To ensure that all landowners are aware of the ordinance, our department conducts Livestock Waste Management Ordinance Reviews.

Ordinance Summary

Construction Site Erosion Control and Stormwater Management Ordinance

Winnebago County has recently undergone a comprehensive revision to its stormwater management ordinance.  The revised ordinance addresses stormwater issues as well as construction site erosion control.  The ordinance requires an Erosion Control Permit for those property owners who are constructing a new home.
