Land & Water Resource
Management Plan |

Background
In 1996 land and water conservation professionals throughout Wisconsin
forged the County Land & Water Resource Management Plan concept. This
was done partly in response to a state legislative call to
"redesign" Wisconsin’s nonpoint pollution abatement programs.
More importantly, the Land and Water Resource Management Plan concept
evolved from a long-stated need to establish a process that ensured local
decision making, increased program delivery mechanisms, and utilized
local, state and federal funds with greater effectiveness toward the
protection of land and water resources.
The county land and water resource management plans are
not intended
to be another "program". Rather, it is a process by which
counties can assess their resource conditions and needs and decide how to
best meet their goals. In other words, the county land and water resource
management plans are an "umbrella" to integrate all available
programs.

Winnebago
County Plan
In
preparing our plan, Winnebago County chose to use a watershed based
approach that focused on the integration of the department's programs and
services with individual citizen's, groups, organizations, other agencies,
and units of government throughout the Fox/Wolf River Basin.
The goal of the
Winnebago County Land and Water Resource Management Plan is to:
"restore, improve, and protect the ecological diversity and
quality and promote the beneficial uses of the land, water, and related
resources found throughout the County."
Specifically,
the Winnebago County Land & Water Resource Management Plan calls for a
45% reduction of sediment & phosphorus by 2008. |

Current
Status
After
several years of implementation, Winnebago County is well on the way
toward meeting the targeted sediment and phosphorus reduction goals.
This is due primarily to the widespread installation of high residue
management, nutrient management, and shoreline/streambank protection.
